I'm not sure if this is intentional or not. If I define a button with text or text and an icon, the button background is shown in the color I select. If I set the button to an icon only, then the icon is displayed in the selected color. My preference would be for the button to always have the background set to the color so that it's always an obvious button rather than clickable icon or have the option to decide which way to render.

Yes, that is by design. If you want to force a background, you can insert   into the text of the button.   represents a non-breaking space
