Do i need purchase like tools or something to create web service in valence,

EXHTTPGET1 is just demonstrating the process of calling out to a web service/API on another system. To set up a JSON web service on your system so your internal RPG programs can use VVOUT to respond to external calls, you should follow the instructions in the Valence Guide for creating a RESTful web service.

You would ultimately need to procure a Valence Enterprise license to use this on a scale suitable beyond basic testing use.
