Can't get Nitro App Builder to create a data source

We just upgraded to 3.1 from 3.0, and used the migration tool provided to move everything over. Nitro App Builder will not create a data source. See attached.preview.jpgerror.JPGerrorDetail.jpg

Use the "Nitro File Editor" to open up file VVVSQ100. Then look for an entry labled "NEXT_DATA_SOURCE_ID". Does it exist? If so, what is the value associated with it?
