Field group showing when all fields in group are hidden

A field group is showing when all fields within the group have been hidden by an app variable prior to displaying the form. Valence Framework 6.3.20260421.0

We replicated this and applied the fix to our development environment. As of right now, we are not sure if there will be another 6.3 build but this fix will definitely be in the upcoming 6.4 release.
If we do not run another 6.3 build, you can always reach out to us at support@cnxcorp.com and request a final 6.3 patch for this.

FYI, there is a new (final?) 6.3 build available now that addresses this issue.
