[Fixed for Patch] Occasional login problem in Valence 3.1

I have a problem that occurs occasionally.
When I try to connect to an instance Valence (3.1)
in a iseries (V7.R1M0), the application responds with a
blank page, does not even appear the login mask of Valence.
In correspondence with this problem, I found the file vverr100
the following log:
(VVPGM) VVSRVPGM (VVMODULE) VVIFS (VVPROC) VIFS_OPENFILE (VVMSGID) 3452 (VVMSGSEV) 0 (VVMSGTXT) There are too many open files for this process.

Stopping and resuming the instance on the iSeries, then everything works again
Does anyone have any idea why this happens?
