accessing JDBC properties from the portal

is there a way to changes any of the JDBC properties in the portal?

Assuming you're referring to Valence's remote DB connectivity, all JDBC connection information is maintained in Portal Admin > Remote Databases. Additional connection properties can be placed in the "Optional Parameters" field if needed.
