Does vvUtility_isLocked automatically check to see if the sessionID of the user that locked the record is still "active" and return the result based on taking this into consideration ?

Currently no -- it assumes any session timeouts have been processed already, which would've automatically deleted the corresponding lock records. That said, as an added failsafe it would be simple to add logic to vvUtility_isLocked to ensure the locked session is still active before considering the lock valid. We'll do that on the next 5.1 build.
