Update Widget Title with Custom Filtering

When creating a Filter Widget behavior, Step 4 is Update Widget Title.
Normally, you have to get past Step 2 Field Relationships to get there.

However, we have a filter behavior where we have specified a javascript Custom Filter.
In this case, when we reach Step 4, we get a red error message:
A field relationship must be specified

Shouldn't the presence of a custom filter satisfy this requirement just as well?
