Apply If Not Blank/0 for date fields

When filtering by date fields, I've run into an issue in that the "Apply if Not Blank/0" rule does not function as I'd expect when I clear the date field. Instead of removing any filtering, it instead filters the target widget where the date is equal to '0001-01-01'. In order to get it to behave as expected, I instead have to use a Javascript filter. It's a viable workaround but I would prefer it if I didn't have to write Javascript every time a date field is involved in filtering.
